Industry moves: Huston Loke leaves FSRA

Each week, we summarize notable moves across the financial industry.

  • Huston Loke will be stepping down as executive vice-president, market conduct of the Financial Services Regulatory Authority of Ontario (FRSA) as of July 31 after six years. In a LinkedIn post, Loke who also served as chair of the Canadian Council of Insurance Regulators from 2023 to 2025, thanked his colleagues and said he was proud of what they had accomplished together. “We transitioned and renewed an organization and built something very special at FSRA,” he wrote. Loke did not announce his next move. Antoinette Leung has been named as Loke’s replacement, effective Aug. 1. Leung brings 25 years of regulatory experience to the role, most recently as head of FSRA’s financial institutions and mortgage broker conduct. She was previously manager of market regulation with the Ontario Securities Commission, and she currently serves as chair of both the Mortgage Broker Regulators’ Council of Canada and the Market Conduct Working Group of the Credit Union Prudential Supervisors Association.
  • Mark Bayko has been named head of North American equities with BMO Private Wealth. Bayko joins the firm from RBC Dominion Securities, where he spent more than 25 years, most recently as head of the portfolio advisory group.
  • Jonathan Flegg has been named managing director and head of Canada for Australian asset manager Pinnacle Investment Management Group, making him Pinnacle’s first Canada-based managing director. He joins Pinnacle from T. Rowe Price, where he served as vice-president, institutional for six years.
  • Sandro Muzzo has been appointed global chief legal officer with Fiera Capital. Muzzo has been with Fiera for five years, and was previously senior vice-president and general counsel, Canada.
  • Dario Morrone has been appointed vice-president, institutional business development. CIBC Global Asset Management. In his new role, Morrone will focus on fostering relationships with pension plans, foundations, insurers and family offices. Morrone was previously a principal and senior investment consultant with Mercer.
